作者简介加塔诺·莫斯卡，意在利都灵大学宪法教授、罗马政治制度和理论讲座教授，著名政治社会学家，被誉为意大利政治科学之父；作为一名长期参与政务的学者，他曾担任议会议员和参议员，并在1914——1916年间担任政府殖民部次长职务。主要著述有：《关于政府和议地制的理论》、《统治阶级》等。莫斯卡首次系统而全面提出了著名的统治阶级论，他与帕雷托一道，被认为是西方政治学中“统治精英理论”的首创者。
